I happened to be in this situation too, and doing makeup in Uber or a yellow cab taxi is not a new concept for me. So here come my two cents on applying makeup while commuting.

Go for a Cushion Foundation
While doing on-the-go makeup, the goal is to eliminate the messiness from the process as much as possible. Trust me; you don’t want to mess with a foundation and a damp beauty blender while doing your makeup in the cab.
Instead, pick an easy to apply cushion foundation. These usually go with an in-built applicator and feature a mirror. Both are handy while using your foundation on-the-go.
